First, children's high chair dining chair safety standard ASTM F404 standard update

On January 15, 2019, ASTM F404-18A published safety specifications for high chairs. In this revised version, certain high chairs and high chair fittings are temporarily removed from the stability requirements under standard section 6.5. But this removal will be reassessed once testing methods are developed.

The high chairs and high chair accessories that were removed are intended only for children who are unable to sit upright without assistance and who weigh 20 pounds (9.1 kg) or less. However, there needs to be a specific warning to consumers when using such high chairs for children who are able to sit upright without assistance or who weigh more than 20 pounds (9.1 kg).

Standard ASTM F404 defines a high chair as "a freestanding standing chair for children under 3 years of age that has an above-ground seating chart area of more than 15 inches and is usually designed to raise the child for feeding or eating purposes." It further states that high chairs may be sold with or without pallets, that they shall be adjustable in height and that they shall have a seat back recline designed for infants.

Section 104 of the Consumer Product Safety Improvement Act (CPSIA) of 2008 requires the Consumer Product Safety Commission (CPSC) to issue standards for durable infant or toddler products, including high chairs. The previous standard ASTM F 404-18 was published by the CPSC as a mandatory standard for high chairs in Regulation 16 CFR 1231, which will take effect on June 19, 2022.
